Maternal Child Health Dashboard

Council Background

The Boone County Maternal Child Health Advisory Council (MCH Council) was first created in January of 2022 in order to address the maternal child health priority determined in the 2018 community health improvement plan, also known as an IPLAN. The MCH Council received funding from the Birth to Five early childhood education and care grant to further their reach in Boone County. Since then The MCH Council has grown and also received the WIC Community Innovation and Outreach subgrant (WIC CIAO). The Boone County Health Department (BCHD) was one of 36 grantees nationwide. This grant seeks to reduce the barriers that affect WIC clients in Boone County. The MCH Council is composed of various interdisciplinary professionals and stakeholders committed to optimizing physical, mental, social, and spiritual health of children and families by providing equal access to health care, education, and resources.

To build a county wide collaborative system to facilitate maternal and child health services for residents by providing adequate resources for Boone County children and families.

Vision
Our vision is to lead the Boone County maternal and child health system of care to ensure all families and individuals are healthy, connected, self-sufficient, in order for children to thrive and develop.

WIC on Wheels (WOW) Program

The WOW program seeks to increase WIC program awareness, engagement and accessibity by taking WIC services on the road aboard a fully equipped mobile health unit. This mobile unit offers WIC services outside of popular locations such as grocery stores, food pantries and more!

The following graph depicts WOW appointment show rates by location. The show rate is determined by looking at the appointments completed and comparing that number to the appointments scheduled. 

Clinic Utilization

The following graph depicts the percentage of clinic time used in appointments. There was a decline in clinic utilzation over the winter holidays where the line  dropped to 0%.

Community

Community data is collected through partnerships with local government agencies, healthcare organizations, nonprofits and other systems of care. Multiple data requests, Memorandums of Agreements, and Business Associate Agreements are in place in order to collect and house this data appropriately and safely.

Total Births Boone County, IL - 2015-2021

The following line graph depicts the total number of births in Boone County from 2015-2021. There has been an ongoing decline in total births. In 2021 there was a total of 518 birth in Boone County.

Illinois Department of Public Health data shows that 60% of babies born in Boone County are white, the second largest demographic are Hispanic babies at 35%.

Percent of Women with Adequate Prenatal Care by Year

Adequate prenatal care can help prevent complications and inform women about important steps they can take to protect their baby and ensure a healthy pregnancy (NIH). Boone County data shows that between 2017 and 2021 the percentage of woman receiving adequate prenatal care consistently ranges between 82% and 85%.

Percent of Infants Born by Cesarean

A cesarean is the surgical delivery of a baby, usually performed when vaginal delivery poses a risk to the mother or the baby. This bar graph shows the percentages of Boone County infants born by Cesarean.

Low to Very Low Birth Weight

Low birth weight a term used to describe babies who are born weighing less than 5lbs 9oz or less. Very low birth weight describes any baby born weighing less than 3lbs 4oz or less (IDPH). This graph looks at the rates per 1000 of low birth weights and very low birth weights in Boone County.

 

In the past 7 years low birth weight rates have varied with the lowest rate being 59.4 in 2017 and the highest 81.4 in 2019. The very low birthweight varied with the lowest rate being 7 in 2016 and the highest rate being 17.6 on 2018.

Babies Born to Unmarried Mothers

This line graph shows the number of babies born to unmarried mothers per 1000 births. In Boone County the rate varies from 362.4 seen in 2016 and 438.2 seen in 2021.

Percent of Babies Born to Mothers 20+ Years No High School Diploma

The bar graph shows the percentage of Boone County babies born to mothers that are over the age of 20 and have no high school diploma. In the past 7 years the percentages have ranged from the lowest being 8% in 2019 and 2021, and the highest percentage being 15% in 2015.

Percent of Babies Born Before 37 Weeks

A preterm birth is when a baby is born before 37 weeks of pregnancy. There is a higher risk of serious disability or death when the baby is born too early (IDPH).  This graph shows the percentage of preterm births In Boone County.  The percentages vary from 8% seen in 2016 and 12% seen in 2021.

Percent of Multiple Births (2 or more babies born)

A multiple birth is when a mother gives birth to 2 or more babies during her pregnancy. This graph shows the percentage of multiple birth in Boone County. In 7 years, Boone County has seen a lowest percentage of 2% of multiple births in 2017 and the highest percentage being 5% in 2019.

Infant Mortality

Infant mortality is defined as the death of children under the age of one year. This graph shows the infant mortality rate of Boone County compared to the state of Illinois. Boone County generally experiences lower infant mortality rates as compared to the State of Illinois. In 2011 Boone County was higher at 1.12/10,000 and again in 2018 Boone county was higher than the State at 1.31/10,000.

Chronic Disease

The following tables are all from Illinois Department of Public Health (IDPH). Data from each health issue is compared to the state of Illinois average, along with counties with the highest and lowest rate. Each health issue also ranks Boone County with the rest of the counties in the state. They are ranked as one being the best and 102 being the worst.

These tables look at Boone County’s maternal health profile. From 2018-2020, 37.9% of mothers were obese at the time of birth which is higher than the state average of 30.5%. Boone County had a lower percentage of maternal hypertension with a 9.9% compared to the state at 11.7%. Boone County had a higher percentage of maternal diabetes with a percentage of 10.8% compared to the state at 9.2% (Illinois Department of Public Health, 2023). These chronic diseases are important to monitor because they can increase the risk of pregnancy complications.

Mental Health and Substance Use Disorder

Each health issue also ranks Boone County with the rest of the counties in the state. They are ranked as one being the best and 102 being the worst.

These tables show the percentage of maternal mental health conditions from 2018 to 2020. Boone County had a lower percentage of maternal mental health conditions at 5.4%, while the state of Illinois was at 8.4%. For maternal substance use disorder, Boone County was at 5.5%, which is slightly higher than the state at 5.4% (Illinois Department of Public Health, 2023).

Severe Maternal Morbidity

This table shows severe maternal morbidity. Maternal morbidity describes any short- or long-term health problems that result from being pregnant and giving birth (U.S. Department of Health and Human Services, n.d.). Boone County has a lower maternal morbidity rate of 66.6%, compared to the state of Illinois at 86.9% (Illinois Department of Public Health, 2023).
